Notice: Telephony replacement project

In response to BT switching off analogue lines in January 2027, the Telephony Replacement Project is currently coordinating the replacement of centrally managed analogue and critical phone lines.  In future (likely later in 2025) the project will also be reviewing the Chorus VOIP (digital line) service. The provider for the SMS service is Textlocal 

The web portal to send messages from is called Messenger, and an account can be created as below.

Go to the Textlocal sign up page

 

  1. Enter your Name
  2. Enter a University email address
  3. Select the 'Business' option
  4. Enter the Business Name 'University of Oxford'
  5. Fill in any additional contact details

 

This is a pre-paid service where each text message is equivalent to one credit.  Credits never expire.

 

Within Messenger there is an option to order credits in bundles via credit/debit card, please do not do this before contacting the University's Textlocal sales contact, Chloe Digham:

This is because the pricing is listed as 4.7p + VAT per text at the point of sale, and the University gets texts at 2.8p + VAT each.

 

Provide Chloe with your department and contact details, and Chloe will go through the verification checks and purchasing procedure.

 

There is also an option of raising a purchase order if over £200, please ask Chloe about this.

 

Inbound options are not discounted like credits, these will be the price listed at the point of sale but can also be purchased via purchase order, if the whole order is over £200.

 

Credits cost 2.8p + VAT as in the above section.

A single message length is up to 160 characters, so messages exceeding that length will use more than 1 credit.

To find out the current prices:

  1. Click on the 'BUY' button next to the credits
  2. Click on the link next to 'If you wish to purchase a reply number, SMS Short code or other inbound service'
  3. Click on 'See SMS Inbox Options'
  4. The options and explanations will be listed:
  • Long Number keyword:
  1. Click on 'BUY'
  2. Select primary country of use, and enter a Keyword to check availability
  3. The price options will be listed
  • Dedicated Number:
  1. Click on 'BUY'
  2. Select primary country of use, and choose a number from the list
  3. The price options will be listed
  • Short Code Keyword:
  1. Click on 'BUY'
  2. Enter a Keyword to check availability
  3. The price options will be listed
  • Dedicated Short Code - Click on 'Contact Us' to find the price from the provider
  • Keyword On A Freetext Short Code  - Click on 'Contact Us' to find the price from the provider

 

Alternatively, the simple reply service (1.5 credits with Messenger) or your own mobile can be used which reduces cost.   

Note, the simple reply service is free if you have a Messenger+ account

The standard one-user account portal is called Messenger.  If your use case requires multi-user account access then please use Textlocal Messenger+

There is a one-time setup cost for Messenger+ of £360 + VAT.

This allows each user to have their own login - please note that more than 5 users can be added at no further cost after the one-time setup cost
